Abstract While rigorous mathematical methods exist to ensure and improve the generalizability of sample results, formal theory about how people respond to surveys is in its nascent stage. Drawing from foundations in cognitive psychology and decision theory, this paper develops a formal theory of response behavior. Incorporating models of why and how respondents answer surveys, the theory developed here attempts to understand respondents’ decisions to short-cut their cognitive processes and provide responses that are not carefully thought-out. Krosnick (1991) calls this short-cutting behavior satisficing but I will borrow from the labor economics literature and refer to it as shirking.
